What is heated in Spilve

Spilve is a large area on the left bank of the Daugava. According to apkaimes.lv it is airfield, port and meadow land, and about a third (34.1%) is Freeport territory. There are only scattered fragments of residential buildings here. So the flues we work with here mostly belong to warehouses, workshops, farm buildings and their small boiler houses.

We cannot know from a distance what appliance a particular building has. So in your request we ask you to write what it burns (wood, wood chips, pellets, gas), how many flues there are and whether the building is heated all winter or only partly.

A business building always needs a certificate

The exception where no certificate has to be drawn up after cleaning applies only to the owner of a private house who cleans their own solid-fuel flue. A warehouse, production site or event building must have a certificate for every cleaning. The work is done by a qualified chimney sweep, and the certificate states their qualification document.

• Solid-fuel boilers and other long-burn appliances: cleaning by 1 November and once more in the period between 1 November and 1 March.
• Gas appliances: servicing and inspection once a year; a brick flue once a year, a lined or metal one once every two years.
• Solid and liquid-fuel flues: a technical condition inspection once every five years with photos or video.

Low, damp land and the flue

The Spilve meadows are low and drained, and the Daugava is close. In a building that stands in a damp spot and is only partly heated in winter, a masonry chimney takes a long time to dry out. In a cooled flue the vapour in the smoke condenses, the soot becomes sticky and tar can form.

So in such buildings we look at more than the top of the chimney. We check the cleaning door and the chimney base for moisture and deposits building up, and whether the flue pipe has rusted. Access to sites

In Spilve access is along Daugavgrīvas iela and the roads towards Kleisti, but beyond that everything depends on the site. Some areas are closed or guarded, so in your request tell us who will let us in, whether a pass is needed and where a car can be parked.

Warehouses often have high roofs with no permanent ladders to the roof. Tell us in your request how the chimney can be reached: through a roof hatch, with the building's own ladder or only from below through the cleaning door. The appliance must be cool, so it is best to switch it off the evening before.

Riga heating rules for a business building

The Riga binding regulations on heat supply divide the city into three zones. In all zones it is forbidden to install new appliances burning hard coal, brown coal, peat or liquid fuel, diesel included. Before choosing or changing the type of heating you must get approval from the municipal Heat Supply Commission, and the appliances must be registered with the Riga Energy Agency.

The zoning map on the commission's page shows which zone your building is in. If you plan to replace a boiler, first find out the zone, and only then choose the appliance and the flue.

Cleaning one flue with a certificate costs from €100, usually €100–130, and the call-out is included. A technical condition report, a camera inspection and repairs are priced for your situation: the price depends on the length of the flue, roof access, the type of appliance and the amount of soot.
